De hecho, seg\u00fan el estudio, los recursos de agua dulce disponibles se han reducido a la mitad desde la d\u00e9cada de 1960 debido, entre otras cosas, a los efectos desastrosos del cambio clim\u00e1tico.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-fd87484 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"fd87484\" respecto.<\/span><\/p><p><span style=\"font-weight: 400;\">En cuanto a Quebec, es importante destacar que con una superficie cubierta por un 22% de agua dulce, esta \u00faltima alberga el 3% de los recursos h\u00eddricos del planeta [2] mientras que los quebequenses no representaron, en 2017, a apenas el 0,11% de la poblaci\u00f3n mundial [3].<\/span><\/p><p><span style=\"font-weight: 400;\">Con el objetivo de hacerse cargo de la protecci\u00f3n de los recursos h\u00eddricos de Quebec, la Asamblea Nacional adopt\u00f3 en 2009 la Ley que afirma el car\u00e1cter colectivo de los recursos h\u00eddricos y promueve una mejor gobernanza del agua y los entornos asociados [4] en donde afirma que el agua es &#8220;esencial para la vida y que es un recurso vulnerable y agotable&#8221;, que es parte &#8220;del patrimonio com\u00fan de la naci\u00f3n quebequense y que es importante preservar y mejorar la gesti\u00f3n para satisfacer las necesidades de las generaciones actuales y futuras \u201d[5].<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ca0ceb1 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ca0ceb1\" en su esp\u00edritu, la OIDN colabora actualmente con varias organizaciones para implantar en el ordenamiento jur\u00eddico quebequense la teor\u00eda jur\u00eddica internacional que exige la concesi\u00f3n a los distintos elementos de la Naturaleza de derechos espec\u00edficos.<\/span><\/p><p><span style=\"font-weight: 400;\">Este nuevo movimiento fue desarrollado por primera vez por el profesor Christopher D. Stone en 1972 en su art\u00edculo <\/span><i><span style=\"font-weight: 400;\">Should Trees Have Standing?<\/span><\/i><span style=\"font-weight: 400;\"> [6]. La teor\u00eda legal es hoy la fuente de un cambio de paradigma en muchos ecosistemas en un n\u00famero creciente de estados nacionales. Ya sea que pensemos en Ecuador, Bolivia, el r\u00edo Whanganui en Nueva Zelanda, el r\u00edo Atrato o incluso m\u00e1s recientemente la selva amaz\u00f3nica en Colombia [7], todos han establecido en su ordenamiento jur\u00eddico y a su manera la teor\u00eda jur\u00eddica de los derechos de la Naturaleza.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-99bd680 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"99bd680\" globales de agua dulce, la OIDN cree que es hora de que los quebequenses restauren sus v\u00edas fluviales a su estatus leg\u00edtimo en el ecosistema especie en peligro de extinci\u00f3n bajo la Ley de Especies en Riesgo [8] desde 2007, est\u00e1n bajo el microscopio.
